The manufacturers of the printers would send the drivers to Apple and Apple would incorporate them on their App Store Update servers and their Apple Support Downloads site. If Apple wrote the drivers for all those different models they would not be able to write their own software. Apple have never written the drivers for printers, there are thousands upon thousands of different models.
